Before you buy: title, ejido tenure and the restricted zone
Three checks decide whether a lot in Quintana Roo can legally be sold to you.
Tenure. A large share of land on this coast originated as ejido — communally held agrarian land that cannot be transferred privately until the parcel has gone through regularization and received dominio pleno (full private title). A lot still under ejido tenure is not buyable, regardless of what a listing says.
Title chain. Every purchase in Mexico closes before a notario público, a federally licensed officer who certifies the chain of title, the absence of liens and the source of funds. Ask for the current escritura and a fresh certificate of no encumbrance before paying anything.
Restricted zone. All of the coastline here sits inside the 50-km federal restricted zone, so a non-Mexican buyer holds land through a fideicomiso — a renewable bank trust in which the buyer is the sole beneficiary with full rights of use, sale and inheritance.
